Project: Millstreet Town Relief Road

Atkins Role:


In 2007, Cork County Council appointed Atkins to carry out the preliminary and detailed design, tender evaluation and on-site supervision for a new relief road in Millstreet, which will connect the R582 Killarney Road to the R583 Drishane Road and bypass the town centre to the south. This proposed relief road will provide an alternative route for commercial vehicles, which currently pass through the town centre on route to Cork City.

The services and duties provided by Atkins extend into each of the various stages of this project and are best summarised as follows:

  • Procurement and Contract Administration of Site and Topographical Investigations
  • Supervision of on Site Investigations
  • Review of existing Preliminary Design
  • Environmental Assessments
  • Utilities Mapping and Archaeological Investigation Contracts
  • Land purchase including the Preparation of Compulsory Purchase Order Documentation
  • Detail Design including Site Clearance, Public Lighting, Drainage, Earthworks, Road Construction and Utilities
  • Preparation of Tender Documentation
  • Fulfillment of Project Supervision Design Process (PSDP)
  • Supervision of Construction Contract
  • Contract Administration


The scope of this project was further extended to include a traffic and transportation assessment, detailing the impact of a retail development on the proposed scheme corridor.


Green Field Site


Through extensive archaeological, topographical, environmental (landscape, visual and noise) and ecological (water quality and terrestrial) assessments, we have proposed a relief road which best suits and minimises disruption to both the local community and surrounding environment.


During the design of this project, we have focused on the vital components of the 600m project corridor, which are detailed below:

  • The implementation of all of the requirements and recommendations arising from the Part 8 planning process in the detail design of the scheme
  • Careful consideration of the merits of adopting relaxations and departures from DMRB standards where these do not compromise safety
  • Confirmation of junction capacities using appropriate software
  • Confirmation of geotechnical design using site investigation results, e.g. slope stability, ground improvement requirements, acceptability of materials
  • Preliminary drainage design to identify drainage system, outfall locations, attenuation requirements;
  • Pavement design based on forecast traffic loadings
  • Agreement of signing strategy and preliminary design of advance direction and direction signs
  • Agreement of public lighting strategy
