Dublin North Fringe Transportation Framework Plan

In 2001 Atkins undertook a detailed Transportation Study to determine the transportation needs of the North Fringe Area defined, then, as covering all the zoned lands, within the administrative areas of Fingal County Council and Dublin City Council, bounded on the west by the R107 Malahide Road, on the north by Station Road and Chapel Road in Portmarnock, on the east by Baldoyle Estuary and on the south by Grange Road.

Altogether the 2001 Study considered the impact of the provision of about 12,000 residential units and some 234,700 m2 of commercial development in the Study Area by 2016. The Study delivered a Transport Framework Plan for the area, which includes new road links, improved junctions, "Bus Only" links, Bus Priority measures and a new DART Station at Stapolin just north of Baldoyle. The overall Framework Plan was agreed jointly by Fingal County Council and Dublin City Council and is in the process of being implemented.

In 2003, Atkins updated the plan to take account of the likely provision of a further 3,200 residential units and 718,000 m2. of commercial and industrial space to the west of the R107 Malahide Road by 2016. This Study effectively extended the North Fringe Transportation Framework Plan westwards to the M1 Northern Motorway and included recommendations for the widening and upgrading of the N32 road west to the M50 Motorway, the provision of a new East-West Distributor Road and public transport corridor west from the R107 Malahide Road to the R132 Swords Road at Dublin Airport. It also includes for the realignment of the Malahide Road between Darndale and Kinsealy in the form of a By-Pass to the west of the Clare Hall Junction and Balgriffin Village.

Since then Atkins has undertaken route selection studies for the new elements of the road network and has completed the preliminary design of the R107 Malahide Road realignment to the west of Clare Hall junction and Balgriffin Village, the upgrading of the N32 Road, the proposed new East-West Distributor Road and other minor road links.
