  • Fingal County Council appointed Atkins to act as the Employer's Representative for the procurement of a non-domestic water metering service across the functional areas of Fingal, South Dublin and Dun Laoghaire Rathdown County Councils and Dublin City Council
Project Development
  • Following a competitive tender procees in accordance with the EU Procurement Regulations, Atkins was appointed in 2004 to the role of Employer's Representative for the Dublin Region Non-Domestic Water Metering Project. The Employer's Brief required the delivery of universal metering of the non-domestic sector along with an automatic meter reading technology.
Scope
  • Atkins, along with our sister company Faithful + Gould, undertook a series of risk workshops to engage with the key stakeholders at all levels within the four local authorities to develop a scope of works that would align well with the existing skills and resources of each local authority. The risk workshops identified risks and mitigation measures along with payment mechanisms and procurement strategies.
  • The water metering project had to fit with the existing water services and billing operations in each local authority. It had to ensure that all of the existing non-domestic customers were properly identified and supplied with a meter to measure their water consumption where feasible. Furthermore, each local authority required a meter-reading system that was rapid and comprehensive, which demanded some form of automatic meter reading.
  • Atkins, in conjunction with the Project Team, undertook a number of studies to examine existing meter technologies and billing systems. Further studies were made of the challenges to meter installation in Dublin. In addition, the project team recognised the possibilities of enhanced management of the water supply network through the integration of the existing telemetry system with the meter reading technologies. This became a core objective of the project.
  • The project was also to include the development of a metering database to contain the details of all of those customers supplied with meters. This database would interface with the billing database in each local authority from where the bills would be issued. .
Contract Award
  • It was decided that the most suitable form of contract for the Dublin Region NDWMP would be a Design-Build contract derived from the FIDIC Orange Book. The contract includes an extended Performance Period where the Contractor is required to operate the meter reading system before handing it over to the local authorities.
  • Fingal County Council, on behalf of the four Dublin Region local authorities, entered into a contract on 21st December 2005, with Gerry McCloskey Engineering Ltd (GMC). The Contractor commenced the Works in January 2006 and completion of the design-build works is June 2008.
  • The Dublin Region Non-Domestic Water Metering Project will result in universal metering of the non-domestic sector in Dublin through the installation of more than 26,000 water meters in both internal and external locations, all with automatic meter reading functionality.
