- Roscommon Non-Domestic Water Metering Project

- Atkins has been appointed by Roscommon County Council as Consulting Engineers to procure a non-domestic water metering service for its functional area through a Design, Build and Operate (DBO) form of contract.
- The Government’s National Water Pricing Policy Framework requires the charging of non-domestic customers of water and waste water services to recover the full costs of providing such services to these customers. This is in line with National and EU policy on the application of the “polluter pays” principle, including Article 9 of the EU Water Framework Directive. It is considered that the universal installation of water meters on the supply to non-domestic customers will be required to implement this policy fairly and efficiently.

- Atkins was appointed as Consulting Engineers in early 2004, following a competitive tender process in accordance with the EU Procurement Regulations. Atkins are supported in this project by Mr Ian Saddler of The Metering Partnership Ltd in Yorkshire, UK. The brief is to procure the water metering installation and maintenance service for Roscommon Council, with potential billing and debt recovery.

| Scope |
- The Roscommon Non-Domestic Water Metering project commenced in early 2004. A Risk Workshop was undertaken in conjunction with Atkins Faithful & Gould and a Risk report produced in July 2004 identifying and ranking risks associated with the project, in order to identify mitigation measures, evaluate suitable contract options and payment mechanisms and identify strategies for incorporation of these risks into the contract. A Preliminary Report was drafted in the spring of 2005.
- A pre-qualification competition was undertaken and contract documents for the Design Build and Operate contract were issued in May 2004. Veolia Water Ireland Ltd., was awarded the Contract and commenced work in late 2005. The design build phase of the contract is due to be completed in Spring of 2008 where the contractor installed meters for up to 7,200 non-domestic connections. The contractor has commenced issuing bills for the non-domestic customer base in the county.
