  • Atkins has been commissioned by Louth County Council to undertake a study of the regional water supply in mid Louth. The study is to investigate the existing water supply schemes and examine potential for new surface and groundwater sources to meet anticipated growth in demands. The report will provide an integrated strategy to optimise the supply of potable water to consumers in the area until 2050. The appointment may be extended to include for Design and Construction Stage.
  • The Mid Louth area is supplied from a variety of sources including rivers, public borewells and private wells.
  • Recent problems with both surface water and groundwater sources include poor quality and unreliable yields especially during dry periods.
  • Distribution problems have also been encountered. These comprise poor reservoir storage, continuity of supply, leakage, pressure and quality. Furthermore, development along the Dublin to Belfast motorway will continue to increase the requirements for more reliable and efficient supplies of treated water across the County.
Scope
  • The water resource investigations include:
    • Review of yields from existing river and borewell sources
    • Regional review of hydrogeology leading to a programme of trial groundwater investigations to identify potential new sources
    • Analysis of possible impacts on the surrounding environment

  • The network investigations include:
    • Analysis of the existing water supply network using hard copy and digital records from which a comprehensive GIS based record of the system was provided to the client
    • Development of a water conservation strategy following an intensive leakage analysis & detection programme on one part of the network
    • Construction of an operational computer hydraulic EpaNet model of the current system and assessment of current hydraulic problems eg lack of storage, mains capacity, inadequate pressure, poor pump performance
    • Future demand modeling taking account of local development plans
    • Development of a long-term strategy for water supply making best use of existing infrastructure, and reinforced as necessary by new facilities
Recommendations
  • The outcome of the work is a Preliminary Report that sets out recommendations for improvements to the network, which will provide customers with the required levels of service until 2050 to include:
    • new water abstraction sources
    • measures to improve water treatment and quality
    • network rationalization
    • increased reservoir storage
    • mains rehabilitation
    • leakage monitoring through permanent DMA’s and implementation of a water conservation programme
    • operational monitoring and control through telemetry links to a control centre
    • measures to minimise pumping, operational and maintenance costs
    • interconnectivity to nearby Group Water Schemes and a strategic trunk main along the motorway corridor
  • On completion of the study the Client will possess a fully operational modelling tool. Training will be provided to ensure that the ‘model keeper’ can update the model as necessary with changes in the network system. The model can be used thereafter to trial the effects of network scenarios before implementation.
  • Experienced teams of water resource planners, leakage specialists and water distribution engineers undertook the study investigations. The teams bring together technical skills and experience from across the Atkins group based on studies in Ireland and elsewhere to ensure a coordinated and integrated approach using the most up-to-date technologies.
