- Atkins was appointed as Consulting Engineers to the Sludge Dryer project in 2001 having previously designed and supervised the construction of the WWTP and subsequently operated the works for a period. Atkins also carried out the original EIS for the WWTP and then the EIS for the dryer project. Atkins further assisted Clonmel Town Council in the development of a Wastewater Charging Agreement for commercial users of the town's sewerage system.

| Scope |
- Initially, Atkins completed an EIS for the project in 2002. A risk workshop hosted by Atkins was then held to review the project, to identify mitigation measures, evaluate suitable contract options and payment mechanisms and identify strategies for incorporation of these risks into the contract.
- Atkins, in conjunction with the Project Team, undertook a number of studies to examine existing meter technologies and billing systems. Further studies were made of the challenges to meter installation in Dublin.
In addition, the project team recognised the possibilities of enhanced management of the water supply network through the integration of the existing telemetry system with the meter reading technologies. This became a core objective of the project.
- A pre-qualification procedure was undertaken to identify suitable entities to Tender for the Design, Construction, Operation and Maintenance of the new facility. Tender documents were issued to 5-short listed Tenderers in August 2005. Following a detailed Tender review by Atkins, the Most Economically Advantageous Tender was chosen. Construction will commence in mid-2008. The successful contractor will also be expected to operate and maintain the dryer for a 20-year period after installation.
