Atkins prepared the Preliminary Report for the Youghal Main Drainage Scheme in 2005 and an EIS for the Youghal Wastewater Treatment Plant in 2001. The basic requirement of the project is to comply with the Irish Government Regulations, S.I. 254 of 2001, implementing the European Union Urban Wastewater Directive (91/271/EEC). Similarly, the project must comply with other relevant Directives including the EU Shellfish Waters Regulations and the Bathing Water Regulations.

Scope

Review, revise and assess the feasibility of the existing scheme.

  • Procure and Manage various site investigations: Topographical, Flow & Load, Geotechnical, CCTV, Structural, Dive and Bathymetric Surveys.
  • Prepare the detailed design for the collection system, including the development of computer models and cost estimates.
  • Prepare the contract documents for the sewerage system, including Civil Works Contracts, Mechanical and Electrical Contracts and Telemetry contracts in accordance with the Department of Finance’s Capital Works Management Framework, Public Works Contracts.
  • The procurement of a Wastewater Treatment facility and outfall by Design/Build/Operate (Private Public Partnership).
  • Prepare Part-8 planning drawings and other planning documentation.
  • Undertake a ‘Risk Assessment’ analysis.
    1. Review & update the Water Pricing Policy Report & Public Sector Benchmark Report.
    2. Liaise with relevant Public Utilities Companies and Statutory Bodies
    3. Act as Project Supervisor Design Process (PSDP), provide supervision of the construction work and the preparation of final accounts for the project.
